PDO and intermediate indicators, with the ISR rating attached.
Karagem ships the results framework as a template — PDO indicators and intermediate indicators, each with baseline, target, actual and progress, and an ISR-style rating computed from achievement against how much of the programme has gone.

The rating is arithmetic, so it should not be an argument
Satisfactory, moderately satisfactory, moderately unsatisfactory, unsatisfactory — the band depends on how far achievement sits from the share of the programme period already spent.
Karagem computes it the same way every quarter from the same two numbers. Set the thresholds once, in writing, and the rating stops being a negotiation between whoever is drafting and whoever is reviewing.
Per cent achieved is half an answer
An indicator at 32% is fine in month four and a crisis in month thirty-two. The results framework carries elapsed time beside achievement for exactly that reason.
Karagem shows the gap between the two as the headline — "35 points behind pace" — rather than printing two numbers and leaving the reader to subtract.
A worked ISR line
PDO indicator: "Share of targeted households with year-round water access", baseline 31%, end target 60%, actual 44% at month 20 of 36. Achievement of the increment is 45% against 56% of time elapsed — 11 points behind pace, which with thresholds set at ±10 lands the rating at moderately satisfactory rather than satisfactory.
That sentence is the whole argument. The same two numbers produce the same band next quarter, and the review conversation moves from "is the rating fair" to "what closes the 11 points".
